My meatloaf gets brown and even a little crisp around the edges. It is a
little softer than oven-baked, but not so it makes a difference.

For me, a burger, big or small, is browned, that is, crisp on the outside.

No, the meat is not supposed to be browned first. Think of it as a big
seasoned hamburger.
