it would be extremely dangerous to use surgical gloves with cooking, in my opinion. oven mits are the best way to go. they fit on your hand and you can use your fingers and thumbs independently. a hot pad can be not as safe because you are having to hold onto it and get your food at the same time. i do use them when cooking on the stove to remove a lid, but for oven work a hot mitt is really great.
