The question was "Do they mean to measure the macaroni before or after measuring?", and I took it as stated rather than how it might? have been meant. This could be a case where proofreading would have come in handy. It shows where posts should be written clearly.

I think that it is obvious that the question was meant to be do you measure
before or after cooking the macaroni.  The answer is before cooking.  Mike

That's a very confusing question.  You're asking whether to measure before
or after measuring?  That's like asking whether to run a race before or
after you run it. The answer would be that you do neither, because when you

run it, you are doing so.  You cannot do so before or after the action.

Yankee Kitchen Creamy Macaroni and Cheese
1 cup cooked elbow macaroni
1/2 cup milk
8 slices Old English cheddar cheese
One stick butter or margarine
Cook macaroni as per package directions, drain.
Meanwhile, in a saucepan, melt butter, cheese and the milk together over
medium-low heat.
Put the macaroni into a 1 quart casserole sprayed with nonstick cooking
spray.
Pour melted cheese mixture over everything and stir well to blend.
Cover with foil and bake at 300 degrees F. for 30 minutes.
If you want a nice brown crust on it, remove the foil the last five
minutes
of cooking time.
4 servings.
