Yes, the outside will feel smoother than it did when the peel was on.

You can buy chopped or fresh ginger -- already peeled -- in the fresh
produce section of many grocery stores.  I don't use it, but I'm sure
it works well and saves a little time.  Just be sure to store in the
refrigerator once it's been opened.
