You can use either, just be careful not to let the milk boil over. Try it first with just the water, as others have suggested, then see if you think it would be better with milk. I use just the water, but add onion powder when mixing in the potato flakes. Like everyone else, I add butter as well. The ingredients list milk, so you may find you don't need it after all.
