In most cases, yes, rice is just a base. But when mixed with beans and peas rice fills in needed amino acids to make, with the legumes, a complete or near complete protein. The addition of corn adds the remaining missing elements, which is why you encounter cornbread with rice and beans recipes so often.

Keep in mind that 1 cup of uncooked rice makes 3 cups of cooked rice. Also the rice is just a base for the dish and personally I would allocate around a half cup cooked rice per person for a main dish serving.
