following this page : https://packages.ubuntu.com/xenial/amd64/guile-1.8-dev/download found a mirror that is sort of ok (some are not) and added it to the /etc/apt/sources.list : deb http://mirrors.kernel.org/ubuntu xenial main universe (not sure that's the best way) after multiple checks that the updating/upgrading is stable, ran
`apt install guile-1.8` which appears to have worked ok.
