As regards whether the old build is already broken then I think that is true. When the streams API was added then it didn't update the old build with the result that not all of java.util.stream is in rt.jar when you use old build. There are a few other specific cases where things are missing if you use the old build. I'm also pretty sure that Nashorn is missing too. So overall I would say that the resulting bits from the old build are currently incomplete and should not be used. At least in Oracle, then we officially switched to the new build months ago and there is no testing of bits from the old build.
