src/java.base/share/classes/jdk/internal/foreign/CaptureStateUtil.java line 215:

Suggestion:

        for (int i = 0; i < perm.length - 1; i++) {
            perm[i] = i;
        }
        // Last takes first
        perm[perm.length - 1] = 0;

Here you can use perm.length - 1
