I believe this is good work to do and we should adopt the document as a start. The following two comments are not roadblocks to adoption: Did we discuss the target state of this document? (For a standards-track document, we would need references that are can be used in a normative way. Do we want to wait with publishing until these are available? Can we convince ourselves and others that the references are good to go?) Oh, and we could have a less confusing title.
