I’m not sure that I can fully parse this, but I’ll throw in 2 ¢ anyway:
While CBOR and CDDL have good support for ASN.1 Object Identifiers (RFC 9090),
it is usually simpler (and more efficient) to define a CBOR Tag.

Exactly. So updating 4398 makes sense to do as part of CBOR.
