With some text like:

by a CBOR Tag [RFC8949]. The certificate section contains the CBOR
encoded representation of a CBOR Tag that contains the certificate
as its Tag content. The Tag number indicates the specific format.
Now we need a draft. You, me, or cose-cbor-encoded-cert author as
initial author of draft?
What workgroup should 'own' this? We start it here and make noise on
some appropriate other list to see who wakes up?
And I want this for draft-ietf-drip-registries as well.
