The reason for omitting the private key registrations at this time is that that
their representations are still being debated, in a discussion including both
the COSE and LAMPS working groups. See the thread

I need to reinvigorate to try to drive it to a conclusion).
Wearing my COSE chair hat, I didn't request registration of the values that
might change. That said, it's very useful for people to be able to start
implementing using the ML-DSA public key representations.

The "alg" values (section-8.1.7) are good to go.
An early allocation just for the JWK "kty" value and "pub" parameter (Given the
request to omit "priv"and "seed" from section-8.1.8) would make an incomplete
JWK representation and would in my opinion diminish the value of such
allocation. Thoughts?

This action has support from both COSE chairs (Ivo and Mike) and the COSE area
director (Paul).
