Leaning for high altitude takeoff is always done at full
throttle. The reason you can lean instead of running full
rich is that the engine can not develop enough power (due to
the lower air density at high altitude) to knock and damage
itself. Running it full rich at high altitude instead of
leaning has some ill effects such as fouled plugs as well as
not delivering all the power it is capable of.
