It's only an educated guess, but at a 5000ft + altitude airport, leaning at 1700RPM on the ground will result in a slightly richer mixture when you use full throttle at takeoff. That seems OK to me. But, most aircraft flight manuals I've seen say to lean for peak RPM at maximum throttle - the reason you can get away with that is that the engine can't develop over 75% power at that altitude, so you can't hurt it. I guess that there isn't much difference between the two methods in terms of how much power you get. The big difference is that you haven't checked full throttle operation until you hit the runway - no problem if you take off from a long runway.
