HGenerally, fuel jets are enlarged uby using a numbered drill but, or special reamers for the purpose. Having said that, I hope ypu have not whitewashed over the real problem. There are a number of other causes for lean running, like float level (extremely critical and sensitive to fuel type) float weight (depends on type of needle valve installed), faulty mixture control (see below), etc. if everything is right, there is no good reason why the engine does not perform correctly with the stock jet.
I guess what I'm saying, is that I don't think this is the right way to solve the problem, although it has evidently pointed you to the immediate cause. The Stromberg mixture control should kill the engine at cruise power levels at density altitudes below about 5000 ft. If it doesn't it is either not leaning properly or not "unleaning" properly, in concert with an over rich jet...
