1. Make sure the Magneto timing is correct. 2. Remove the mixture control cover,,disc and cl;esn them...maker sure the ports are clean and the channels into the float bpowl are clean.. 3. Check the float level, and the needle valve.....May be that the needle valve is partially clogged restricting the fuel flow...thus limited RPM.......even tho the float level is ok on a static check. 4. Check flow from gascolator to carb....should gravity flow at rate of about 7 to 8 gal /hr., unrestricted. If slow, check tank valve & screen, gascolator screen, and channels, flex fuel line for internal failure, etc... 5. Restricted muffler system....full of mice nests ??? Let us know what you find.
