It definitely sounds like a lean situation to me.  By gaining RPM with
carb
heat, indicates a lean
motor.  I don't know the inner workings of these carbs, but I'd guess it's
a
fuel delivery situation.
Either a partially plugged jet or line.  Did you have the carb overhauled?
I'd bet that will cure the
problem.
