Ther is a service memorandum 58 and 58A that talks about loose rivits in
that area and describes exactly what you decsribe.  You may want to take a
look at it carefully.  There as an early requirement to put
access/inspection holes out in the end of the wing long before the
swiss-cheese ad for this reason.
