Hi Scott,
 
If I understand your question, you want to know if you can change a 1946
Coupe to metal wings.  As far as I know, all 1946 Coupes came with fabric
wings.  The change is authorized under several STC's (Met-Co-Aire; Ruleto
Industries; etc.) Don't know which STC you can currently find, but you
should be able to get a 337 approved, as it was quite common in the past.
My 1947 had the wings converted in the late 50's and still no corrosion in
the wings!
