This time of year especially I drain the header level, and with the tail
lowered.

Today, I drained the carb bowl, and the engine ran GREAT. Very smooth
throttle. Flew around a little, did some touch and go and then after
teeing
down checked the gascolater for water. I got a little tiny drop in the
bottom of the strainer, but nothing significant.

I've been using a large Mason jar, so I can see the water, if any.

However, Artie stated that he has the Marvel carb, not the Stromberg. The
Marvy does have an acceleration pump. And, given that, he should check
to make sure that said pump has not given up the ghost. That would
certainly
explain the cough and sputter.

Another thing to check is to be sure that the slug of water is not, in
fact,
in
the header tank and that some of said slug isn't finding its way back to
the
pickup under certain conditions of forward acceleration. I would drain a
whole bunch of fuel (like maybe a half gallon) with the plane level and
then
put sandbags on the tail and drain about that much again. This is a good
way
to reassure yourself that the water isn't just waiting until you pitch up
to bite
you.
