It's mandatory to do a new weight & balance when adding
anything attached to the aircraft.  How could adding a
kiddie seat not change the weight or the CG?  Your mechanic
shouldn't be signing off the mod in your log if it isn't
done and the aircraft isn't airworthy if it doesn't have a
current W&B document on board.  You as a pilot must also
consider the loaded W&B before each flight according to the
FAR's.

I was easily able to load 75 pounds in the baggage area when
flying to Oshkosh last year. Clothes, tools, tiedowns &
ropes, camera, towbar, charts, portable navcom, fire
extinguisher - they all add up.
