As far as I can tell, it isn't always. I have a Brackett
kit on mine, and the screen is still there.

Maybe it's removed because it's a) kinda redundant and b) subject
to the oversight where someone changes the spin-on and
forgets that the screen is there and sludges up and if
they get in the habit of forgetting, bad things happen.

I'd like to know if mine is legally removable. After all, for
owner-maintenance on oil changes the most likely spot
to create a leak is either on the screen housing itself
or the endless screwing and unscrewing of the oil
pressure bulb fitting.

I will say, regarding redundancy, that when my starter
clutch bushing perished a significant portion of the
debris ended up in the 'elephant catcher' whereas the
big hunks didn't make it all the way to the spin-on.
I guess that was just that much less chance of a
shard getting stuck in some down-stream passage.
