In theory, the lowest point is irrelevant.  What matters is the difference
in 
height between the level in the header tank and the level in the float
bowl.  
If there were no frictional losses in the lines, you could run a loop down
to 
the earth's surface and back and it would have no effect on fuel delivery
to 
the carb.
