Howdy, 

1. Vacuum is expressed in inches of mercury (in hg). The venturis on the
side of the aircraft are rated by the amount of inches of suction that
they can deliver- ie.. an 8 inch venturi delivers 8 inches hg. Most
vacuum instruments need about 4 inches to make them run. The spinning one
might actually be turning too slow- due to a blocked inlet filter behind
the panel, which makes the gyro precess and not hold a course.

2. AC 43.13 states that the continuous electrical load of your airplane
can only be 80 percent of the generator's capacity. 20 percent must be
reserved for battery charging with ALL continuous electrical loads
operating.
