Wayne,

Take a good look at the hot air flap. Mine was installed on the top of the

shaft (engine side) whenit is supposed to be installed on the outside of
the 
shaft. Two screws hold it in place.

Mine was installed on the engine side of the sshaft, one bolt failed, ond
the 
flap was now able to close up the air flow/restrict the air flow,etc...

However, I was able  to obtain almost full power, tho not fulll fower.

Only 1500 RPM seems strange... As I understand your posting, the engine 
performed properly on first flying ---failed during flight...

Sounds like you got a Bug in the carb jets, Maybe....The float chamber is 
vented to the outside of the throttle plate, and if this gets plugged,
then 
the mixture goes haywire ---one of the reasons for air filter. I wouldf 
remove the mixture control assy, and check the passageways, and the small 
mixture control disc with holes in it. (three holes, I think).

Also, was the fuel line replaced? There was a case I remember that the
fuel 
line was replaced ---too small diameter - restricting the gravity flow to
the 
carb. He could get full power on take off, but only about 1800 RPM around
the 
pattern to land. I understand they traced it to a too small inside
diameter 
hose from the firewall to the carb. Interestingly, they were able to
easily 
stretch the "too small hose " over the fittings, so thought all was OK.

Unlikely the mags would change during flight ----unless they are loose on
the 
mounts....

Also check the flow  of fuel to the carb - hosae disconnected. You could
have 
a restriction in the center cowl tank outlet.
