Your problem, as I understand it, recalls a vague memory with me. I'm
going
to make a suggestion but put it on the bottom of the list and don't
consider it
until all your other suggestions have been exhausted.
 - Does the engine run at the same 1500 RPM with the filter in or out?
     If yes continue. If only with the filter in forget it.
 - Is yours a 75 or 85 HP coupe with a Stromberg carb?
     If not forget it

I'm sure you already know this but as a reminder the Stromberg carb has an
air passageway from the venturi throat to the float chamber. This is a
part
of the mixture control system, and is in use even if the mixture is wired
off. If this gets stopped up with trash the engine will not run over 
1700Rpm, or less. It happened to me in the air.
