Correct. You're making things to be more complicated then they really are: if an IP address is found in the access file and it specifies that the connection is blocked, it is blocked. End of story.
Therefore, according to the rules of logic, we can make the following conclusions:
1) If the access file is not specified, then it is logically impossible to find any IP address in it.
2) If the access file is specified, and it is empty, it is still logically impossible to find any IP address in the access file.
And since it is necessary to find the IP address explicitly listed in the access file, and it must specify that the IP address should be blocked, then under the above rules, no connections could possibly be blocked.
I ASK COS: you said "if no access file is specified" but do not mention about the parameter to remove in daemon rc script.: > If no access file is specified, connections are accepted from all IP > addresses.
The parameter is what specifies the access file. That's the whole purpose of this parameter.
