I've not seen this issue; I don't use MSOE for anything but making sure
that it works with my Courier settings :)

Maybe it's related to the Mozilla problem?

Mozilla/Netscape 6 maintain a maximum of 5 IMAP connections to the server.

It's likely that you have MAXPERIP set to low - 5 is good for Mozilla and
anything else that I've tried.
