Because makeacceptmailfor is only used for esmtpacceptmailfor.dir, not
esmtpacceptmailfor.
esmtpacceptmailfor does not need to be compiled.

esmtpacceptmailfor
This file lists all domains that Courier accepts
mail for via ESMTP.
