Does restarting NFS on your platform involve "exportfs -r"?
To be sure, you should "exportfs -r", restart NFS on the server (if
that's necessary, it usually isn't), and possibly unmount/remount the fs
on the client (also isn't normally necessary).
Try to chdir to that directory as root on the NFS client, too. If you
can't, then you may have a syntax error in your exports file on the NFS
server?
