This isn't really a Courier question I think.  You add users to whatever 
database you are using to hold user info.  Either you add them to /etc/passwd 
if you are using that as your user database, or you add them to your ldap 
tree using whatever method is supported by your LDAP version (slapadd?), or 
you add them to the appropriate tables in your database.  I don't think the 
question is specific enough.
