I suspect SAP explicitly requires headers-only for the reasons you stated
above. Forcing a different behavior in that case would be non-standard.

I tried to send a 300KB mail from my server to another one with a bad recipient address in order to generate a hard bounce.
I performed this test using thunderbird and my resume attached :-)

Here is the entire mail I have got as answer:
