Try running aclocal, then autoconf.
Well, I decided to compile all the suite from cvs. The README.CVS talks about sysconftool, but if I point my browser to http://www.courier-mta.org/sysconftool/ I got nothing, just a blank page.

This is fixed, but you do not need to build from CVS. Just grab the dev build off bittorrent.
