The README.Debian is talking about that fax facility should be enabled by root, and go to talk about faxrc which is quite unusual configuration script, and do not talk about relaying - I think for package manager it was obviouse. But as I wrote before the courier is not counted in the list of recommended mta's and configuration and setup is not so fined as for them :( > where <TAB> means a real tab character.
