Thats a very practical and workable interpretation of what needs to be subjected to this directive. Here it applies to all emails that can be interpreted as being a letter or order, in which case most emails are exempt on the basis of being informal notes, but the only practical way to adopt it is to append signatures to all messages. Of course, in your case, with a digitally signed message you won't be able to centrally append signatures to the message without breaking the digital signature!
