This thought did cross my mind.  I did this on one of my own servers and
it solved the problem, and in fact I put a revised tarball up at
http://www.fmp.com/downloads/courier-0.59.0.tar.bz2 which includes the
missing m4 files.  It's not optimally compressed, but it works.  It's
trivial work, but perhaps it will save you a bit of time.

I'll do that.  Unfortunately, Courier seems to be a bit of an orphan in
Gentoo.  I note the "maintainer-needed" assignment for many Courier
bugs.  Thanks for picking up the slack on this.  Perhaps you can bump
the Courier ebuild version and release an ebuild against the newest
tarball when Sam releases one with the missing autoconf macros in it.
