sent requesting subscription.  However, the web page offered by webmlm contains no template I can find for authoring a message to go with the request.  The message generated says only "Please subscribe me".  Is there a way to provide a message body for subscription requests entered via webmlm?

No. A subscription request is just a request. The web page for this mailing list, for example, has no separate template either: https://lists.sourceforge.net/lists/listinfo/courier-users

Email to sanghas-help still gets forwarded to the list owner instead of getting the help auto-reply message.  Is something required to configure this?

That usually indicates that .courier files are not set up correctly.

However, I'm still getting permissions errors wrt commands.dat:

That indicates that the mailing list directory's uid/gid is wrong, and does not match the account's.
