Well, I always thought that when getting a reply to a message, it's helpful to know what the reply is to. People send lots of mail. When something comes in from some email address, folks who send lots of mail may not necessarily remember the reason they sent the original mail. The quoted content helps to establish the context.
Look at it the other way: Why do you think it is a good idea to have a different handling of plain text messages opposed to multipart ones? I understand that it's way more difficult to handle multipart this way, but wouldn't it be a good thing to have a common way to go and leave out quoting altogether (optionally)?
Yes, there's just not enough logic there to handle all kinds of MIME content.
I don't have a problem with adding an option to compose a reply without quoting the original mail, I just never thought that this would be very useful.
