Forwarding breaks SPF, film at 11. The only thing they can do is set the envelope sender on forwarded mail to point to their own domain, with its own SPF record.

The forwarder's SPF settings have absolutely nothing to do with anything. The forwarded destination's SPF settings are the ones that determine whether or not the destination rejects the mail.
