While it it teoretically possible make all customers log in to
different IPs, the main difference is, that I have proposed way where
admin makes the (final) decision, instead of connecting user.

I am not blaming you for implementing it this way, I just think that
mine way is better :-)

Yes, ok, but the thing is – you're not making the final decision here, that's up to whoever decides what their return address is :-)
