We believe that shared spaces such as conference rooms and collaborative
spaces, whether they are reserved solely for private use by members or made
available to visitors and guests, are a high value but perishable asset (eg
you pay for the asset up front, in the form of your lease payment to your
landlord, but if you don't maximize your use of that asset... eg members use
the space, then the investment is essentially wasted).    So the first
thought is, try to maximize your use of this precious asset - and (personal
opinion here) try to have your community appreciate the value of the asset.
 So whether you have a formal booking system or you use a whiteboard for
scheduling and whether you charge your members and/or guests for the usage
or let it be free - it is still useful to have everyone understand, and take
some personal responsibility for the efficient use for the use of the space.
 Establishing policies and terms of use around your meeting rooms is one way
to do this.

"*should we have an hourly limit for members per week or month...**?*"   - I
think the answer to this is yes, since most likely you will not have an even
distribution of use amongst your users.  If you let all your members have an
all you can eat approach, then in practice your light users will be
subsidizing your heavy users.   I like the middle ground scenario that you
describe of a weekly or monthly allocation with an hourly rate applied for
overage.
