Two things to look at. Onion Pi turns one into a WiFi hotspot & Tor input node: http://learn.adafruit.com/onion-pi/overview Freedom Box is working on low-power home servers with goals overlapping yours. They use a different machine as their reference server, but it should work on Pi.
