Agreed. However, consider that the different web apps we use (MediaWiki,
Trac, Forum ...) all have their own menu as well which will need
integrating.

Perhaps a compromise would be two vertical menus: the "top" one to
select the "area" of the site, below that another line with with the
current "area"'s options.

Actually, the current design kind of has that division (see the links in
the top bar), but it's done relatively poorly (the "area" and site menus
are far away for the wiki, not to mention that everything else doesn't
even have the usual top bar...)

Check out gnome.org for a well-done example.
