I think you might be. To try and clarify:

In the CS:GO client if you click "Play" from the main menu there are 2
options (my two-tier system I refer to):

        - "Find A Game" = Official Valve / Official third-party servers
matchmaking
        - "Community Quickplay" = Community server matchmaking

The 3-player minimum rule applies to both (I believe), but this is
irrelevant given there are 2 separate matchmaking pools.

The third-party "official" operators run a slightly modified DS build and
are instructed to not tamper with default convar settings (I am told by one
such operator). This is why I query why Pinion is stepping outside these
guidelines.

I thought any server was given through official matchmaking if it had
3 or more players? Maybe I'm misunderstanding.
