They seem to be running the right map group. The problem is that they're
using the "nextmap" sourcemod plugin. I had this problem myself until I
disabled that plugin. In the chat it says the next map will be de_stmarc
for example yet it changed to dust.

- "Community Quickplay" = Community server matchmaking
The 3-player minimum rule applies to both (I believe), but this is
irrelevant given there are 2 separate matchmaking pools.
