Hey,

The issue with those is their computer isn't setup correctly to handle 128
tick (or their machine/internet isn't able to output 128tick).

ask them to set their cl_cmdrate to 128 and try and connect to the server.

If this doesn't resolve the issue, ask them to notify you which one isn't
showing 128

(the top one is input (your connection to the server)) - If this is below
128 (40-50) then the issue is with their internet
(the bottom one is output (the server to your connection)) - If this is
below 128 (40-50) then the issue is with the server. Please Note: if the
tickrate is 124-128 (like the screenshot above), there is nothing wrong
with the server.
