The netgraph shows data you are receiving and ofcourse if someone is visible in your screen that means there's data that indicates the position of that player and since other players are "visible" only when they are near you that could possibly be seen as a small incoming data spike on the net_graph. Still I don't think blocking net_graph would actually do anything those who wan't to cheat can still do it and those who don't won't even try to use the net_graph for that. Even if net_graph was blocked it wouldn't prevent someone from using some other method to monitor his incoming data and even filter it in a way that only player positional data would be shown etc.
