It's to allow the game team to remove players that are otherwise a detriment to 
the community, in addition to what VAC already does. This is not related to 
match-quitting.

Can you explain what you mean by "assign official violations cooldown to 
accounts"? Is that to allow an admin to assign a cooldown to a player that is 
using some sort of workaround to quit matches (such as being voted off or 
whatever)?
