I've noticed a huge dropoff in traffic in my servers recently because
of this. When the workshop system first came out, all ten of my
servers were constantly full because of all the great opportunities to
find different servers that the workshop system present. Now, they're
constantly empty because every time anybody tries to join they get
that error. Now that map makers are beginning to update their maps and
push out these updates, you're starting to see issues on any community
servers that aren't running stock maps.
